Canada Launches Greener Homes Affordability Program in Manitoba

WINNIPEG, MB — September 12, 2025 — Leads & Copy — Canada is launching the Canada Greener Homes Affordability Program (CGHAP) to help low- to median-income households reduce energy bills and greenhouse gas emissions through no-cost home retrofits. The federal government will provide nearly $30 million to support Efficiency Manitoba for the program.

The Honourable Tim Hodgson, Minister of Energy and Natural Resources, announced the first CGHAP agreement has been reached with Manitoba. The program will be delivered in partnership with provinces and territories and will be available to tenants. Retrofits may include insulation, air sealing, heat pumps, solar panels, windows and doors.

CGHAP will provide resources to Indigenous governments through existing agreements. It complements the Oil to Heat Pump Affordability (OHPA) program, where Manitobans can receive up to $20,000 to switch from oil heating to a heat pump system. Eligible Manitobans can apply for both programs.

The Honourable Tim Hodgson, Minister of Energy and Natural Resources:

The Honourable Julie Dabrusin, Minister of Environment and Climate Change:

The Honourable Mike Moyes, Manitoba Environment and Climate Change Minister:

Colleen Kuruluk, CEO, Efficiency Manitoba:

Manitobans can apply directly through the Efficiency Manitoba website. CGHAP is expected to become available in more provinces and territories. Over 260,000 heat pumps have been installed nationally with federal support since 2020.
