CHARLOTTE, N.C. — November 5, 2025 — Leads & Copy — Terrestrial Energy Inc. (NASDAQ: IMSR) has signed a contract with Springfields Fuels Limited, a Westinghouse subsidiary, for the Integral Molten Salt Reactor (IMSR) fuel pilot plant design and construction. Construction is expected to begin in 2026.
The agreement expands upon a previous contract from August 2023 and will utilize Westinghouse’s Springfields nuclear fuel manufacturing site in Preston, UK. The pilot plant will have commercial-scale fuel services, including deconversion, fabrication, packaging, and transportation.
Terrestrial Energy’s IMSR plant employs Generation IV molten salt reactor technology. The IMSR uses low-cost Standard Assay Low-Enriched Uranium (SALEU) fuel, aligning with Springfields’ legacy as a SALEU supplier.
According to Terrestrial Energy, the selection of SALEU fuel shields the Company from supply issues linked to High-Assay Low-Enriched Uranium fuel (HALEU).

The pilot plant features a re-optimized chemical process to supply UF4 deconverted from UF6 at 5% enrichment, leveraging Springfields’ infrastructure for large-scale fuel supply, the company said.
Terrestrial Energy is establishing multiple IMSR fuel production sources through collaborative partnerships across the nuclear fuel supply chain. SALEU fuel can be transported using existing packages and regulatory protocols, presenting competitive advantages for Terrestrial Energy’s initial IMSR deployments, including at Texas A&M’s RELLIS campus.
This announcement follows Terrestrial Energy’s selection for the U.S. Department of Energy’s Advanced Reactor Pilot Program and Fuel Line Pilot Program.
